Founders

Thomas Chaplin

CALIFORNIA PRIVATE INVESTIGATOR LICENSE: PI 189176

Mr. Chaplin is a retired thirty-one-year law enforcement professional.  He served as the Police Chief for the city of Walnut Creek from July 2013 until his retirement in October 2020. He was a member of the Citrus Heights Police Department’s start-up team where he served as a lieutenant, commander and deputy police chief.  

Mr. Chaplin worked for the California Department of Justice from 2001-2006 as a special agent and special agent supervisor. During this time, he was assigned as the special agent in charge for the Mission Support Branch, overseeing the Professional Standards Group (IA), Background Investigations Unit, and Litigation Unit. 

Mr. Chaplin spent 12 years with the Sacramento Police Department, where he started his law enforcement career.  He worked as in a variety of assignments, including patrol officer, field training officer, neighborhood police officer and detective. He was an instructor at the police academy. 

He was a Governor appointed Commissioner for the California Commission on Peace Officers Standards and Training (2016-2019). He was on the board of directors for the California Police Chiefs Association (2013-2020), where he served as chair of the Training Committee. He served as chair of the Contra Costa County Police Chiefs Association (2020).  He is an Executive Fellow for the National Police Foundation. 

Tom has extensive experience in all administrative functions related to municipal policing and state law enforcement.  He has training and experience conducting, supervising, and managing administrative investigations

Jay Hill

CALIFORNIA PRIVATE INVESTIGATOR LICENSE: PI 189176

Mr. Hill is a retired twenty-five year law enforcement professional. He served his entire career with the Walnut Creek Police Department where he retired in February 2021 as the Interim Police Chief.   

During his law enforcement career, Mr. Hill worked in and/or supervised a wide variety of assignments, including patrol operations, field training, investigations, Special Weapons and Tactics (SWAT), undercover/surveillance operations and response to hazardous devices (bomb squad technician/commander). As a manager, Mr. Hill served as a patrol watch commander and later served as the executive lieutenant where he oversaw the professional staff and was in charge of hiring, training and technology. 

As a Captain, Mr. Hill was at different times in charge of both the Operations Division (Patrol) and the Administrative Division (Investigations and Professional Staff) and as Interim Chief, he was responsible for all aspects of the 120+ person police department.    

Mr. Hill has training and experience conducting, supervising and managing complex internal investigations, complaints against department employees, use of force and deadly force investigations, audits of department performance, employee misconduct and discipline. This experience includes conducting interviews/interrogations, gathering evidence, determining findings, recommending discipline and serving as a Skelly Officer.
